freetype 2.12.1 and ttf2subf return from the dead

the first new release of ttf2subf and freetype for 9front since 2005

For the first time in nearly 20 years, an updated release of freetype is available for 9front, with a slightly overhauled ttf2subf.

More work on ttf2subf is still needed to improve output quality, but many of the crashes that people have experienced in the past should be dealt with, and upgraded error reporting has been put in place.

The tarball is available, with git repositories available here, shithub, and sourcehut. The current code is built against commit e8ebfe988b5f57bfb9a3ecb13c70d9791bce9ecf of the freetype git repo.
